Totally agree with Paul Scagliotti's and others comments. Bayside CC should be reminded that existing traders, especially smaller ones , should not be put in a position where their livelyhoods are threatened ,once again, by this application .
This company already has an established supermarket style liquor outlet only 4 klms away which is surely equipped to handle any local requirements.

Can only echo every other comment objecting to this ridiculous and repetitive request by lawyers acting on behalf on Dan Murphy's. Black Rock village is a quiet and peaceful village that certainly does NOT require a fourth bottle shop that will only be detrimental to existing retailers. Furthermore, there is a super-sized Dan Murphy's less than 4kms away on Bay Road in Cheltenham. Its not as if those that require a Dan Murphy's will not drive there if they are that desperate. As for those representing Dan Murphy's, have some morality and ethics and seriously consider the social impact or messaging you want to send to adolescents of this area or are you that cold that promoting the consumption of alcohol that has a ridiculous amount of negative societal consequences (I'm struggling to find the positives) is some kind of panacea for our community. It is evident, no one in the area wants you to peddle your goods, so please consider somewhere else.

I am a Bayside council resident and I strongly oppose this application. Black Rock does not need a chain bottle shop. People's liquor purchasing needs are well served by the existing local businesses in the area.

A Large Chain Bottle Shop or any additional bottle shop will bring more vehicle traffic into an already congested bottle neck and the type of traffic that a bottle shop brings is frequent and numerous.
We can already buy bottled liquor from three locations in this tiny shopping centre.
We need diversification in this Shopping centre to keep the Shopping strip alive for all small businesses.

I am against another liquor outlet in Black Rock. We already have enough to serve the community. Put in a bulk food store like The Source or something that will add retail diversity to the village. We certainly do not need more alcohol retail.
This is a terrible idea. Promoting more alcohol to children and families in a tiny village area and destroying small local businesses already doing it tough. Q: If the proposed development goes ahead, will the Council/Developers make provision for ensuring that there remains adequate car parking for existing traders/businesses, whilst construction is taking place - Including the continual monitoring and enforcement of the above.
Q: If the proposed development goes ahead, how long does the developer estimate that there be traffic disruption, including reduced parking/access, to local residents and traders?
Q: Has a timeline for construction/disruption, and the areas affected, been submitted along with the proposal?
Q: Will there be financial support provided by the Council/Developers for traders/businesses who will be affected by such a large and disruptive project?
Comment:
I have seen many construction sites of similar size, where no consideration was given to local residents and businesses during the construction phase, and parking and foot traffic, so valuable to local livelihoods, were taken up by Construction workers' vehicles and trucks.
I have seen many businesses lose their customers when parking, foot traffic and easy access to their business were removed for an extended period of time. This resulted in many businesses failing to remain viable, and ultimately, ceasing to exist.
The past 2.5 years have been difficult enough without another threat to our livelihoods.
Q: The area affronting Weatherall Road, directly in front of the proposed apartments, will this be used to add much-needed car parking?
Q: How many extra spaces will be added ?
The proposal states that car parking is not required!

Everyone who lives, works and runs a business in the area knows that this is not the case.
From Yoga classes, Football/Cricket and other activities at the Jack Barker Oval/Cheltenham Recreation Reserve, directly opposite the proposed apartments, parking on weekends is at a premium with all car parks taken in front of the shops, and along all streets and all side streets.
The application says '2 or more additional dwellings'. How many dwellings will be built on this property which is 570sqm? They couldn't possibly fit more than 2, could they?
This is terrible. Multiple subdivision of a standard lot. More information needs to be provided
Considering the block is under development, it would be very convenient for the developer if these trees were removed. I would like to see Council investigate the condition of these trees independently to assess their health. Every single tree is important in the urban landscape to prevent the erosion of tree canopy cover, the destruction of wildlife habitat and reduce exposure to urban heat island effect.
