This application is similar to PLN13/0787 by the same developer and is on the same site.
Please ensure this new application complies with Planning Scheme Clauses 52.06-8 whereby access to the proposed stacker car spaces must be at least 6m from the laneway. The distance was 4.5m in the previous application and did not comply.
Please ensure this new application provides minimum clearances to car parking spaces in the stacker to comply with Diagram 1 of Clause 52.06-8. Their previous application did not comply with these requirements.
The Traffic Assessment report should not include the commercial car park in the old Kangan Tafe site between Cubitt and Gwynne Streets, as this is not the highest and best use of this site, which is owned by a developer and when developed the 96 or so spaces will immediately be lost. This car park is already overflowing with more vehicles parked there than spaces available.
The Traffic Assessment report carried out for PLN/0787 showed during the day there was only 1 or 2 available parking spaces within a 400m radius, with 157 out of 158 spaces occupied between 10am to 1pm on a Wednesday. Any available spaces will be taken by the development PLN13/0787 as this development waived at least 15 car spaces. The now completed TAFE redevelopment has also increased the strain on parking in the area due to the increased number of people who require parking for these new businesses whether for occupants, delivery or services vehicles. Therefore there are no available spaces at all to accommodate the car parking waivers applied for, and all car parking requirements should be accommodated on site.
The Balmain St footpath width of 1.0m - 1.3m in this location is less than Council's standard width and provides no nature strip, parked cars or other protection for pedestrians from Balmain St traffic, which is the busiest road in the area at over 5,000 vehicles per day with many trucks. This development will congest the footpath pushing pedestrians into the roadway. We require Council stipulate a set back of 1.5m to enable those entering or exiting the building to be able to do so off the footpath to provide an uncongested and safe trafficable footpath for pedestrians.
