Based on current building standards, it is no longer a requirement to have obscured windows in non-habitable rooms, including bathrooms and hallways. As for the bedrooms windows, According to Victorian Building Regulations "a building's direct line of sight is measured from a point 1.7m above the floor; and a 45 degrees fan in 9 metre radius from the window". The neighbouring property's balcony would sit outside of these measurements so opaque windows are no longer necessary. As per the photos attached, the views from these windows also have no visibility into the neighbouring Secluded Private Open Spaces.
