This person should not receive any further approvals. They have a prolonged history of non-compliance with council regs, have demonstrated they are not fit to be an 'owner-builder' through dragging out construction for years and producing a questionable structure which doesn't appear BAL-rating compliant, they consistently create excessive noise outside permissable hours, and get audibly drunk on their construction site and have a visible fire on a frequent basis.
