Section 4.56 modification of DA/745/2018 for Site consolidation, partial demolition and alterations and additions to existing structures, tree removal and construction of a 53 place childcare centre with basement car parking containing 14 car parking spaces (including 6 visitor spaces and 8 staff spaces) and 1 motorcycle space, associated business identification signage and proposed hours of operation from 7:00am to 6:00pm, Monday to Friday. The modification seeks to amend the basement parking, pedestrian entry and other elements in order to increase childcare placements from 53 to 82 and additional carparking from 14 to 23.

I would like the City of Paramatta Council to reject the proposal of DA/745/2018 for the following reasons

1. Norfolk Road is a major thoroughfare to and from North Epping.
2. It is used as an entry and exit roads for motorists heading to the city, northern beaches and to the west
3. During peak hour and School Zone the traffic is always at a standstill
4. Crossing this road is very dangerous with accidents waiting to happen
5. This stretch of Norfolk Road is designated as a Heritage Conservation Area and proposed the development is out of character. The Carpark to Child ratio is far too low and this will add to more Traffic problems when street parking is already an issue during working days.
6. Any emergency needing evacuation with special vehicles to East and North Epping will be chaotic and potentially may cause lives.
I would like the council to seek written advice from the RMS traffic management and emergency on how to improve the flow of traffic during Peak/School drop-off periods and at time of emergency authorities.
7. This side of Epping has endured many tree losses. Any trees should be preserved to encourage native inhabitants.
