Can someone explain exactly what all those “Clauses “ mean please?
I understand that a supermarket, flats and housing is being planned….inappropriate location though.
There are already 5 x local supermarkets all within walking distance.
This stretch of Whitehorse Rd is already gridlock in peak hours and another bulk build of this nature just contributes to the existing chaos created by shops, trams, parking, bicycle lane and 40km zone.
Enough infill, it has choked our neighbourhood already.

Whitehorse Road Balwyn does not need another supermarket. It already has multiple outlets catering to general shopping and also to shoppers seeking to source non-traditional food supplies.
It is absolutely congested during peak hour, and this type of development does not add value to anyone other than the developer.
In contrary to previous comments I would love a Coles here- as would many of my elderly neighbours - who have to walk to other end of shopping centre for Woolworths . I don’t know which are the 5 supermarkets - unless you count the small Asian specialty stores.
This would join the cinema precinct with the main shopping area. Would certainly be popular at my end of Balwyn. This is first I have heard of plans!!!
I will certainly support a “Coles” in the proposed location. It will be much closer than the existing Safeway. Competition will be a good thing. It will also tidy up a neglected part of Whitehorse Road.
