Child Safe issues paramount. In particular Child safe 5.61 and 5.62 are most relevant.
• Overall height of the proposal – planning policy affecting the site suggests that the site should have a maximum height of 14m. The part of the proposal which interfaces with the eastern boundary of the school, ranges between 21-18m (above natural ground level). This would make it one of the tallest buildings in Bayside.
• We note that there is no real policy justification/encouragement for increased residential densities. We question the justification for additional residential development above the preferred height limit.
• Both buildings proposed will cast shadows in the morning across the oval – resulting in limited sunlight and vitamin D for our students.
• This space should be treated more like public open space rather than a view for an 8 level apartment building.
• The height of balconies should be as high as possible in order to avoid overlooking. The current proposal for 60cm wide planter boxes is insufficient to provide any real privacy for our students and the school community.
• Building B alongside our oval, is proposed to be built considerably closer to its western boundary than its eastern. There is an argument that the school’s interface is sensitive and greater setbacks should be provided.
• Overlooking the oval – Building B is entirely orientated towards the west with all proposed apartments facing the school.
• The apartments are in close proximity to the school boundary – this separation should be increased to a minimum of 4.5m – this is a distance that is typically used in residential circumstances.
• The sketches provided to the school have 5 levels whereas the proposed development is 8 levels high, which is deceiving and inaccurate representation.
• School programs other than school days included a Japanese Saturday College with over 260 students each Saturday as well as the 'Their Care' Holiday programs in vacation times will also be adversely effected by the proposed development.
• If the development goes ahead, Bay Road traffic will increase considerably and with half of our school community entering and exiting through Bay Road laneway this will be a safety risk of great concern.
• The Sandringham Children’s Centre is almost diagonal to the proposed development and Genius Child Care (Kids Company) is just over Bluff Road 9 in Bay Road. There is a high risk with smaller children involved as well as traffic and parking concerns.
• There is a strong risk that the viability of the School will be compromised if enrolments decline because of the perception of parents that the apartments pose a risk through overlooking onto the oval.

I am the director of a 3D Visualisation company with ties to the school having 2 children who attend Sandringham East Primary. I have to say in 20 years of producing planning 3d renders and marketing renders i have never seen a more over bearing community insensitive project such as this.

The most alarming item in the extremely detailed reply from Soraya Khan is that the developer has mis-represented the height, form and shadowing of the building to the school and the community . . . i am astounded that they have portrayed 5 storeys when in fact the design clearly shows 8 storeys. The thought of so many apartment towering over the school is extremely alarming, especially if a person or persons of low character were to own an apartment and view my children playing on the oval !

I also know that the school with limited government funds struggle to maintain the grass on the oval year around, so the thought of this building casting long shadows over it will make an even bigger dust bowl than it is.

The developer should have engaged the school and the community to develop a built form that all are in approval of.

This project should not be approved
